The rue des Halles is made up of two parallel axes surrounding the covered market and connecting the rue Gambetta to the rue Victor Hugo. It also includes the passage connecting its two sides in front of the entrance to the halls. In the heart of Biarritz, between Port Vieux, the shops on Place Clémenceau and the Jardin Public, rue des Halles is ideally located. La Grande Plage is 250 meters to the north, the Côte des Basques beach 300 meters to the west and the Port Vieux beach less than 400 meters. Avenue du Maréchal Joffre makes everything very accessible and offers a quick exit from the city to Bidart and Saint-Jean-de-Luz.

In the 19th century, the meat and charcuterie market took place on what is now Place Bellevue, near the Grande Plage. The idea of building a hall to turn it into a covered market is being explored. Rue Gambetta, a private individual with a market first rents it for 15 years from the municipality. At the end of the 19th century, the construction project for a dedicated building returned and it was the Jeu de Paume field, owned by Mr. Broquedis, of which a parallel street bears the name, that was of interest. In 1885, the Halls of Biarritz were inaugurated on this site, in particular thanks to the financial participation of Napoleon III. In the middle of the 20th century, they were enlarged to make room for seafood. In 2015, they were the subject of a new restoration and development of their surroundings.
